In this paper, I argue that if one is already an advocate of scientific realism, then one would be also a realist about laws of nature. To show this, I argue that only scientific realists would accept that non-accidental regularities require explanation and that their genuine explanation is given by laws of nature. Then, from this conclusion, it seems that scientific realists have reason to believe that there are laws of nature in an objective sense. If this is correct, the (...) conclusion is that there are no reasons for advocates of scientific realism to be skeptics about laws of nature. (shrink)

This paper aims to answer the question: what does the realism of laws of nature consist of? To achieve this, in the first part, three philosophical accounts of laws of nature are presented and examined: the universalist, the dispositionalist and the counter-factualist. The presentation and examination focuses on the answer given by each of these accounts to the question: what is a law of nature? Later, in the second part, convergences and divergences between these three accounts are shown. Finally, in (...) the third section, the points of agreement between them are put together to advance the fundamental thesis that encompasses each of these accounts as realist accounts of laws of nature. This article aims to develop a new account of scientific explanation for computer simulations. To this end, two questions are answered: what is the explanatory relation for computer simulations? And what kind of epistemic gain should be expected? For several reasons tailored to the benefits and needs of computer simulations, these questions are better answered within the unificationist model of scientific explanation. Unlike previous efforts in the literature, I submit that the explanatory relation is between the simulation model and the (...) results of the simulation. This article asks the question, ``what is reliable machine learning?'' As I intend to answer it, this is a question about epistemic justification. Reliable machine learning gives justification for believing its output. Current approaches to reliability (e.g., transparency) involve showing the inner workings of an algorithm (functions, variables, etc.) and how they render outputs. We then have justification for believing the output because we know how it was computed. Thus, justification is contingent on what can be shown about the algorithm, (...) its properties, and its behavior. In this paper, I defend computational reliabilism (CR). CR is a computationally-inspired off-shoot of process reliabilism that does not require showing the inner workings of an algorithm. CR credits reliability to machine learning by identifying reliability indicators external to the algorithm (validation methods, knowledge-based integration, etc.). Thus, we have justification for believing the output of machine learning when we have identified the appropriate reliability indicators. CR is advanced as a more suitable epistemology for machine learning. The main goal of this article is to lay the groundwork for CR, how it works, and what we can expect as a justificatory framework for reliable machine learning. (shrink)

En particular, me centro en los varios trabajos de Eric Winsberg quién es uno de los filósofos más fructíferos y sistemáticos en este tema. Además de analizar la obra de Winsberg, y basándome en sus trabajos y en el de otros filósofos, mostraré que hay buenas razones para pensar que la epistemología tradicional de la ciencia no es suficiente para el análisis (...) de las simulaciones computacionales. Two major lines of argument support the notion that Hildegard of Bingen’s metaphysics is peculiarly gynocentric. Contra the standard commentary on her work, the focus is not on the notion of viriditas; rather, the first line of argument presents a specific delineation of her ontology, demonstrating that it is a graded hierarchy of beings, many of which present feminine aspects of the divine, and all of which establish the metaphysical notion of interpenetrability. The second line of argument specifically contrasts her (...) thought to that of Aquinas and Meister Eckhart, noting areas of similarity and difference. It is concluded that the visionary origins of Hildegard’s work may have to some extent precluded our understanding of it, and that her work merits consideration not only philosophically and theologically but from the standpoint of its early presentation of a gynocentric worldview. En este artículo voy a repasar las principales concepciones básicas en teoría de valores de los dos filósofos citados (aunque se intentará no caer en un mero análisis escolástico), centrándome en las diferencias y coincidencias con tal de lograr luego una tentativa síntesis. The Vehicle Routing Problem (VRP) has been extensively studied by different researchers from all over the world in recent years. Multiple solutions have been proposed for different variations of the problem, such as Capacitive Vehicle Routing Problem (CVRP), Vehicle Routing Problem with Time Windows (VRP-TW), Vehicle Routing Problem with Pickup and Delivery (VRPPD), among others, all of them with deterministic times. In the last years, researchers have been interested in including in their different models the variations that travel times may (...) experience when exposed to all kind of phenomena, mainly vehicle traffic. This article addresses the VRP from this perspective, proposing the design and implementation of a genetic algorithm based on neutrosophic theory for calculating the fitness function of each route, considering the variability and uncertainty present in travel times. A deterministic genetic algorithm is also implemented with the average travel times to compare it with the neutrosophic algorithm using simulation. As conclusion, a deterministic algorithm does not necessarily generate the best solution in the real world, full of uncertainty. Also, the quantification of uncertainty using neutrosophic theory can be used in route planning, opening a broad and interesting field of research for future investigations. (shrink)

El presente artículo analiza la etapa denominada arqueológica de Michel Foucault. Puntualizando principalmente cómo en esta etapa es entendido el concepto de libertad desde la noción foucaultiana de discurso. Se aborda, en este sentido, la etapa arqueológica de Foucault desde tres áreas. La primera, nos habla de cómo se erige lo diferente, lo anormal. La segunda, expone cómo se construye lo aparente, lo indiscutible. Por último, a partir de un marco teórico previamente expuesto, reflexionamos respecto del concepto de libertad.

El estallido social en Chile desafı́a a las humanidades a abordar un fenómeno social inédito por sus formas, a través de un ejercicio reflexivo situado más allá de las tomas de posición en el debate público. Si bien, ha habido un sinnúmero de académicos del espectro nacional que han asumido posturas claras en esta coyuntura, las respuestas y justificaciones contingentes dejan incólumes otras dudas sobre cuestiones de principio. Sabı́amos que Chile vivı́a en una democracia de baja intensidad, con instituciones ancladas (...) al orden constitucional diseñado durante la dictadura cı́vico-militar y continuado por los gobiernos democráticos, con enormes áreas institucionales corrompidas por el fuero de la impunidad, con una clase polı́tica acostumbrada a los privilegios y bajo un modelo estructuralmente desigual en lo económico, social y cultural. Sabı́amos que todo lo anterior, en alguna medida, fue horadando las bases de las instituciones democráticas. Por eso, para muchos, las protestas que comenzaron en octubre son la continuidad de un dilatado proceso de acumulación del malestar que, debido a lo agudas de sus causas, tardaron más de lo que muchos imaginaron en llegar. The economic crisis in Europe exposes the European Union’s political fragility. How a polity made of very different states can live up to the motto “Europe united in diversity” is difficult to envisage in practice. In this paper I attempt an “exegesis”—a critical explanation or interpretation of a series of published pieces (“the Series”) which explores, first, if European unity is desirable at all. Second, it presents a new methodology—analogical hermeneutics—used throughout the Series to approach the problem of unity. Third, (...) it conceptualises the source of unity as political identity. Fourth, it advances that the vehicle to share such identity is an analogical language: the political culture of human rights. Fifth, it submits the conditions under which such political culture could ground political identity through an open public sphere. Finally, it presents a way in which solidarity can grow as the increasingly diverse citizens of the European Union interact with each other. Even though the economic crisis can be solved by means of sound economic strategy (which is not the main object of my work), any successful economic strategy requires—as a precondition—a certain degree of political unity (the central concern of my research). Para esto, se consideran las hipótesis de movimiento centrı́peto orientado a la autoafección, y movimiento centrı́fugo aludido a la ruptura de la intercorpereidad. Ambos movimientos, hacen referencia a la sensación ambigua que el cuerpo vive en la pena asociados a la presencia y ausencia del otro que ya no está, ya que el dolor provee un estado de (...) desincronización temporal que vuelve simultáneos el presente-pasado y presente-futuro. FDE is a logic that captures relevant entailment between implication-free formulae and admits of an intuitive informational interpretation as a 4-valued logic in which “a computer should think”. However, the logic is co-NP complete, and so an idealized model of how an agent can think. We address this issue by shifting to signed formulae where the signs express imprecise values associated with two distinct bipartitions of the set of standard 4 values. Thus, we present a proof system which consists of (...) linear operational rules and only two branching structural rules, the latter expressing a generalized rule of bivalence. This system naturally leads to defining an infinite hierarchy of tractable depth-bounded approximations to FDE. We argue that there is no tension between Reid's description of science and his claim that science is based on the principles of common sense. For Reid, science is rooted in common sense since it is based on the idea that fixed laws govern nature. This, however, does not contradict his view that the scientific notions of causation and explanation are fundamentally different from their common sense counterparts. After discussing these points, we dispute with Cobb's and Benbaji's interpretations of Reid's (...) views on causation and explanation. With the rapidly growing amounts of information, visualization is becoming increasingly important, as it allows users to easily explore and understand large amounts of information. However the field of information visualiza- tion currently lacks sufficient theoretical foundations. This article addresses foundational questions connecting information visualization with computing and philosophy studies. The idea of multiscale information granula- tion is described based on two fundamental concepts: information (structure) and computation (process). A new information processing paradigm of Granular Computing enables stepwise increase of (...) granulation/aggregation of information on different levels of resolution, which makes possible dynamical viewing of data. Information produced by Google Earth is an illustration of visualization based on clustering (granulation) of information on a succession of layers. Depending on level, specific emergent properties become visible as a result of different ways of aggregation of data/information. As information visualization ultimately aims at amplifying cognition, we discuss the process of simulation and emulation in relation to cognition, and in particular visual cognition. (shrink)

In this text we try to summarize the axiological and ethical theories, as well as its relation with human rights -HR- that is developed from scientific philosophy: a philosophy that seeks to construct general conceptual systems that are clear and exact, and tries to adjust itself to the sciences of its time, to feed back with them. In this way, it is investigated in the practical philosophy faced with the maximum possible rigor and focused on achieving certain objectivity; a technical (...) philosophy. All along this work we develop the central concepts, hypothesis and prescriptions of the practical philosophy on the scientific substrate available. It also proposes some ideas critical of ‘human rights’ that may be of interest to jurists and legal theorists. The final objective of these critics it is not the refutation or suppression of HR, but just the opposed: their strength reaffirmation with the improvements and readjustments required. (shrink)

Dice Paciano Fermoso que existen diversos tipos de saber respecto a la educación. Está aquel que se encamina a la técnica de educar, a los métodos para enseñar mejor. Se denomina didáctica. Está después el que más bien tiene que ver con la educación como ciencia, y es la pedagogía. Por último está el que trata de las bases (teóricas) sobre las que se asienta la educación misma, una disciplina más “fundamental” que práctica, que hace no tanto a los quehaceres (...) cuanto a la dirección inicial y final de ese andar: esa es la filosofía de la educación, que busca la contemplación, pero en el sentido original del término griego (“theoría”), cuyo espíritu apunta a un descubrimiento de los principios de lo real, de las cosas tales y como son: en cuanto a que no se trata del obrar humano (cómo conducirse desde el punto de vista moral) ni del quehacer práctico (la fabricación o producción de artículos), sino de un observar desapasionado, “admirativo”, “contemplativo”, de lo que está enfrente, con independencia de lo que el observador haga o desee, y principalmente para “saber”, sin una conexión inmediata con una utilidad específica. Así sucede cuando nos admiramos de observar el desenvolvimiento de un capullo o la puesta del sol, aunque no nos reporten ninguna utilidad práctica. Es en el ámbito de este tercer tipo de conocimiento que el presente trabajo se sitúa. Pretende ofrecer algunas pinceladas de “theoría” en el campo de la educación. Tales esbozos se trazan no desde cualquier ángulo, sino según una óptica muy particular, que aquí se denomina personalista. En ocasiones ayuda para entender un objeto el decir qué es. Pero también resulta provechoso indicar lo que no es. Este trabajo no constituye ni una exposición comprehensiva de una filosofía personalista de la educación, ni mucho menos la pretensión de que es la única, si bien se opine que es una opción digna de discutirse. Nel presente lavoro si tenta di analizzare, a un livello piuttosto semplice ed elementare, le relazioni che eventualmente esistano tra Bonaventura di Bagnoregio e Bernardo di Chiaravalle. L’analisi si svolge attorno un aspetto particolare del pensiero di questi autori, cioè quello della conoscenza de Dio e l’unione con Lui. Lo studio viene incorniciato nell’ambito della scuola francescana di Parigi nel tredicesimo secolo, giacché in quell’ambito è vissuto Bonaventura —l’autore sul quale si vuole approfondire—. Anche se il confronto viene effettuato principalmente (...) fra Bernardo e Bonaventura, appaiono nel percorso del lavoro alcuni altri autori il cui influsso non può essere dimenticato se si desidera ottenere delle conclusioni valide sulla teologia mistica bonaventuriana. The paper reviews the foundational ideals that gave “Europe”, an integration project with continental ambitions, its initial meaning or identity. “Europe” meant reconciliation and peace, reconstruction and widespread prosperity, and the mitigation of nationalism through the creation of supranational communities. A broad cultural consensus made it easier to trust each other and work together. The enterprise received a tacit approval from Europeans throughout the initial stages. More than 60 years and 20 member states later the project is under strain in (...) the social, economic, political and cultural fields. Today, as Europeans (now continental citizens) experience not only the advantages, but also the sacrifices of belonging to “Europe” (in the form of a Union), their allegiance to, and indeed the identity of the whole project are in question. I will submit that the original identity of “Europe” should be revived, and revisited for it to evolve in response to the present challenges. If its future identity is that of an intercultural, inclusive, flexible, and analogical polity, Europe will be still worth fighting for. (shrink)

Resumen: El presente artículo tiene por finalidad describir y analizar las actitudes y los valores hacia la educación, el trabajo y el consumo, así como las representaciones del tiempo, de tres generaciones de jóvenes españoles durante las etapas del capitalismo de producción y el de consumo. Durante este periodo los jóvenes de estas generaciones cambiaron su orientación hacia estos ámbitos, cambiando también sus identidades. En la primera parte del artículo se mostrará el contexto social general en el que se producen (...) dichos cambios, mientras que la segunda parte estará dedicada enteramente a la descripción y al análisis de las generaciones que son el objeto principal de este estudio. -/- Abstract: This article aims to describe and analyze the attitudes and values towards education, work and consumption, as well as representations of time, three generations of young Spaniards during the stages of capitalist production and consumption. During this period the young people of these generations change their orientation to these areas, also changing their identities. From the political point of view, European Union (EU) integration implies some kind of unity in the community constituted by EU citizens. Unity is difficult to attain if the diversity of citizens (and their nations) is to be respected. A thick bond that melts members' diversity into a 'European pot' is therefore out of the question. On the other hand, giving up unity altogether makes political integration impossible. Through a meta-theoretical analysis of normative positions, this paper proposes a composed notion (...) of European identity that links without binding. It contains four facets – cultural, political, social, external – with nuances, expressed in three binaries, that cut across all of them – history-project, ethos-achievement, commonness-uncommonness. I will submit that a workable European identity (and the related concepts of unity, polity and citizenship) can be better conceived as analogical – a mid way between blending unity and irreconcilable diversity. The Latin America and the Caribbean (LAC) region is a distinct geographic, economic and cultural area with a place in the climate change landscape. LAC has suffered the impacts of climate change at a level disproportionate to the amount of emissions it produces. Awareness of this experience, in addition to factors such as the region’s large young population, increasing middle class, vast natural resources and considerable economic growth potential provide reasons to hope LAC can implement significant climate change policies to (...) meet its Paris commitments. Springing from its cultural and historical affinities, the region has borne a flurry of polycentric initiatives promoting exchange, integration and coordinated approaches to common problems. Climate policy implementation to meet Paris commitments is still incipient, with some of its countries serving as models, some as laggards and the rest positioned somewhere in between. For this reason, partnerships with regions which have advanced more in this area can prove useful. The EU-CELAC summits and the Euroclima program are two examples. Due to its high levels of inequality and social unrest, the key challenge to implementing climate policies in LAC will be the strengthening of a political atmosphere where human rights, the rule of law and democratic values prevail. The Lautsi case in Italy attracted widespread attention in Europe and beyond. Though the issue under contention was a Christian symbol, the European Court of Human Rights (ECHR) judgements showed changes in assessment both about religion (in contrast with former cases regarding Muslim veils) and secularism (which did not have the same meaning for everyone). In light of those rulings, this paper reflects on the concepts of neutrality and secularism and their normative implications for European citizens in terms of belonging, (...) solidarity and cohesion. An open and plural public sphere, in which intercultural exchange can flourish, is crucial if Europe is serious about the integration of its immigrants, many of whom possess a Muslim background. A ‘post-secular’ Europe may have to reconsider long-held stereotypes about religion and nuance its self-understanding as ‘secular’, in a way that religious citizens can identify with Europe too. The discussion will draw on the ideas of Taylor, Casanova, Habermas, Weiler and Beck to illustrate some of the political, ethical and theoretical complexities of the Lautsi case, specifically issues to do with neutrality, secularism and the role of religion in the public sphere. En cuanto a la lectura de los libros de la Polı́tica de Aristóteles, Filmer establece una conexión misteriosa: reconoce su utilidad como comentario al texto bı́blico. Toda la evidencia necesaria sobre el origen de la sociabilidad del hombre es tomada de la figura de Adán. Es por esto que, siguiendo a Laslett (1949: 20), se puede sintetizar los temas tratados en las siguientes seis proposiciones negativas: 1. No hay ninguna forma de gobierno efectiva, excepto la monarquı́a. 2. No hay ninguna monarquı́a sino la paternalista. 3. No hay ninguna monarquı́a paternalista sino es absolutista. 4. No existen las formas de gobierno aristocrática ni democrática. 5. No existe tal forma de gobierno como la tiranı́a. 6. Ningún individuo nace libre por naturaleza. Sin embargo, puede hacerse notar otra división. En primer lugar, desde 90-119 se ocupará de investigar sobre los términos aristotélicos; y en segundo lugar, desde 120-150, en refutar la tesis de Jean Bodin que establecı́a que el pueblo romano tuvo un gobierno popular, con el fin de evidenciar la imposibilidad de existencia de cualquier forma de gobierno a excepción de la monárquica, para concluir con una extensa cita del mismo Bodin a favor de la tesis central de Filmer. At a moment when a new crisis threatens Europe—a crisis including, among other factors, COVID-19, a faltering economy, immigration and Brexit—the European Union (EU) motto of ‘Europe united in diversity’ would appear progressively less attainable. This paper submits that the European ideal is still both desirable and possible through fostering of political unity at the constitutional (regime) level by using the notions of analogical state and analogical culture, and at the community level by enabling public sphere secularity and relational interculturalism. The increasing number of residents and citizens with non-Western cultural backgrounds in the European Union (EU) has prompted the question of whether EU member states (and other Western democracies) can accommodate the newcomers and maintain their free polities (‘liberal democracies’). The answer depends on how important – if at all – cultural groundings are to democratic polities. The analysis of a fascinating Habermas-Ratzinger debate on the ‘pre-political moral foundations of the free-state’ suggests that while legitimacy originates on the will of (...) the citizens that conform the political community, liberal democracies might not be completely free from moral principles implicit in their political culture. This possibility has normative implications for the political future of the EU - and of the West in general - particularly regarding immigration, integration and citizenship policies. (shrink)

Postnationalists like Habermas have suggested EU citizenship as a way to overcome nationalisms, grounding political belonging on the body of laws that members of the postnational polity generate in the public sphere. Cosmopolitan communitarianist like Bellamy think that EU citizens should form a mixed-commonwealth, with political belonging based on their nations. I will argue that the second option is more desiderable and submit the analogical character of the ensuing ideas of the citizenship, identity and polity. Cosmopolitan communitarianist citizenship promises to (...) better foster the great richness of European national cultural, religious, historical, political, legal and linguistic diversity while still maintaining a certain unity to form a "mixed" polity. Dado el particular modo de explicar la realidad que tienen los estoicos, existe una categorı́a especı́fica para referir a la descripción de una realidad que podrı́amos considerar individualy diferentea otras; me refiero a lo que ellos mentaban con las palabras ἰδίως ποιός, que traducimos como individuo particularmente cualificado. Esta categorı́a cualifica a una entidad en cuanto especı́fica y particular. Sin embargo, en un contexto donde lo corpóreo refiere a todo lo que es, es fácil identificar apresuradamente lo corpóreo con lo (...) material y admitir que la materia por si sola puede valer como un criterio de identidad para las entidades individuales. El objeto del presente artı́culo es proponer una lectura que posibilite lı́neas argumentativas para armonizar el reto que presenta la descripción de un individuo particularmente cualificado, admitiendo la peculiar cosmovisión estoica, por medio de la consideración de la ψυχή como elemento coordinador de sus categorı́as y que, por consiguiente, es el elemento por considerar para una propuesta de criterio de identidad. In 2004 Jürgen Habermas and Joseph Ratzinger participated in a debate on the ‘pre-political moral foundations of the free-state’. Their contributions showed broad agreement on the role of religion in today’s Western secular state and on areas of collaboration and mutual enrichment between Modernity and Christianity in Europe and the West. They diverged regarding the need or not of a common cultural background prior to the existence of the polity. Their diverging point becomes all the more fascinating to the extent (...) that the matter requires wider empirical, analytical and normative research before it can be settled. Nevertheless, the implications that derive from one or the other possibility are very different in terms, for instance, of immigration and citizenship policies. As the euro crisis unfolds, political discourse on both sides of the European Union (EU)’s internal divide—“North” and “South”—becomes ever more exasperated, distant and untranslatable. At the root lies a weak pan-European sense of belonging—a common political identity thanks to which European citizens may regard each other as equals, and therefore as deserving recognition, trust, and solidarity. This paper describes some of the culture-related problems that impact directly on the formation of an eventual political identity for EU citizens. It then (...) suggests that the enacting of an interculturalist paradigm can help untie some of the nuts—political but also cultural—that Europe faces in order to solve the economic crisis. A few remarks are dedicated in the conclusive part to cultural pluralism in Singapore, a key player in any future progress towards the integration of the Asia Pacific Region. (shrink)

El presente capítulo presenta un análisis teórico del tipo de amor que involucra la sexualidad, las altas expectativas que genera y la incertidumbre de que se cumplan. Para esclarecer el estudio se distingue entre sexualidad, impulso amoroso (“eros”) y amor propiamente dicho (“ágape”) y se echa mano de conceptos tomados de la filosofía personalista incluidos los de naturaleza, persona, racionalidad, relación y los varios tipos de amor. A final de cuentas se propone que sólo cuando se vuelve conyugal puede el (...) amor sexuado puede desarrollar su máximo potencial. (shrink)

The euro crisis has hit “Europe” (the European Union, or EU) at its root. Economic harshness, social unrest and political turmoil betray a deeper problem: a weak pan-European sense of belonging — a common political identity thanks to which European citizens may regard each other as equals, and therefore as deserving of recognition, trust, and solidarity. This paper explores interculturalism from an analogical perspective, looking at the harmonious interplay between human rights and cultural plurality, as a possible source of trust (...) and solidarity among European citizens. Only a common — even if analogical — political identity, whereby European citizens regard each other, if not as “siblings” at least as “cousins,” can make the sacrifices required to overcome the crisis meaningful — and therefore less unlikely to happen. La literatura universal muestra cómo resulta mucho más sencillo plasmar ciertos valores en “modelos” o ejemplos humanos que los encarnen. Y es de modelos de ese tipo que los niños - y muy especialmente- los adolescentes de todas las épocas, han tomado el ejemplo y los valores que orientarán su comportamiento durante toda la vida. Por lo menos esa constituye la intuición inicial de este trabajo, que está motivado por buscar hasta qué punto la presentación de modelos puede repercutir eficazmente (...) en la educación moral de los ciudadanos del mañana. En las líneas que vienen se procede a la investigación, siguiendo los desarrollos que al respecto han realizado diversos pensadores, en especial William Kilpatrick. (shrink)

At a moment when a new crisis threatens Europe—a crisis containing, among other ingredients, COVID-19, a faltering economy, immigration and Brexit—the European Union (EU)’s motto ‘Europe united in diversity’ would appear progressively less attainable. This paper submits that the European ideal is still both desirable and possible through the fostering of political unity at the constitutional (regime) level by using the notions of analogical state and analogical culture, and at the community level by the enablement of public sphere secularity and (...) relational interculturalism. These concepts share the intuition that the EU should be envisaged in a more flexible manner, and carry several policy implications for the future of European integration. (shrink)

In the concept of European citizenship, public and international law intersect. The unity of the European polity results from the interplay between national and European loyalties. Citizens’ allegiance to the European polity depends on how much they see the polity’s identity as theirs. Foundational ideals that shaped the European project’s identity included social reconciliation and peaceful coexistence, economic reconstruction and widespread prosperity, and the creation of supranational structures to rein in nationalism. A broad cultural consensus underlay the first impulse for (...) integration. Europeans had little trouble giving explicit or tacit allegiance to such a project, which resulted in an unparalleled success. However, roughly 60 years and 20 Member States later, social integration is being challenged as immigrants with diverse cultural backgrounds arrive, while far-right political parties surge in reaction; economic integration is confronted with a faltering euro and countries struggling to meet financial commitments; and political integration weakens as the EU seems to fail the democratic test. Cultural assumptions are no longer shared by all. Allegiance to today’s EU is problematic for the ordinary European citizen. This paper submits that careful attention to the spirit of the foundational ideals sheds light on how the present problems as well as future integration could and should be approached. (shrink)

Citizenship is the cornerstone of a democratic polity. It has three dimensions: legal, civic and affiliative. Citizens constitute the polity's demos, which often coincides with a nation. European Union (EU) citizenship was introduced to enhance ‘European identity’ (Europeans’ sense of belonging to their political community). Yet such citizenship faces at least two problems. First: Is there a European demos? If so, what is the status of peoples (nations, demoi) in the Member States? The original European project aimed at ‘an ever (...) closer union among the peoples of Europe.’ Second: Citizens are members of a political community; to what kind of polity do EU citizens belong? Does the EU substitute Member States, assume them or coexist alongside them? After an analytical exposition of the demos and telos problems, I will argue for a normative self‐understanding of the EU polity and citizenship, neither in national nor in federal but in analogical terms. Political integration has been part of the European project from its very beginnings. As far back as the early seventies there was concern in Brussels that an ingredient was missing in the political integration process. ‘Output legitimacy’ – the permissive consensus citizens grant to a government that is ‘delivering’, even if they do not participate in setting its goals – could not sustain unification indefinitely. Such a lacking ingredient – or ‘soul’ – has been labelled ‘European identity’ (EI) in an (...) abundant and growing academic literature. According to Aristotle, ‘polity’ is a specific ‘constitution’ (regime or politeia) of a ‘city’ (or polis): a (‘political’) community composed of ‘citizens’ (politai). No polis can exist unless the politai come together to form it and sustain it. But what will gather and keep them united? Citizens can be very diverse regarding their language, history, religion or economic activity. In absence of a motivation, diversity of itself will make each member of a community go their own way. What kind of bond is required among very diverse European citizens to keep their polis (the EU) – their political community – together? In this paper I analyse several responses – culture, deliberation, welfare, power, multiplicity. Then I attempt a synthesis suggesting that the answers might be referring to different aspects of a single notion – rather than exhaustive explanations of it. Finally I mention three issues regarding the concept of EI that require further study. (shrink)

Este artículo sugiere que los derechos humanos existen, que requieren fundamentación y que esa fundamentación debe ser objetiva para tener validez y legitimidad (debe ser verdadera). La clave para la fundamentación de los derechos humanos, aquí se propone, descansa en el concepto metafísico de naturaleza. El artículo concluye señalando el valor del diálogo, la comunicación y el consenso, si no para decidir cuál es la verdad, al menos para avanzar, a través de las contribuciones de todos, hacia el desvelamiento de (...) la verdad sobre la naturaleza humana. Los derechos humanos se ligan después al problema de la identidad política a través de la hermenéutica analógica. (shrink)

Plurality implies a public sphere in which different worldviews (e.g. Secular Humanist, Christian, Jewish, Muslim and others) coexist respecting each other. Banning the presence of one or several of them from the public sphere is questionable in principle, and divisive in practice.

The focus of Australia-US relations is most often on mutual security and economic ties. But it is also important to acknowledge the significant role that educational linkages and exchanges have played in furthering the bond between the two countries.
